ADOCCO Delivery Research Charter Corruption at City Hall Concert Las Terrenas

(Las Terrenas). Dominican Alliance Against Corruption ADOCCO, formally handed a letter of request for information covered by the Law No. 200-04 on Free Access to Public Information. The letter was delivered by Dr. Julio Cesar de la Rosa Tiburcio, director of ADOCCO, and is the first step to verify allegations of corruption made against Mr. José Alexis Martinez, other City employees and their administration in general.


Since 2009,
are making protests against corruption in the Mayor of Las Terrenas.
The letter requested eight types of documents: the mayor's budget for 2011, revenue from the budget law allocated to that municipality, the revenue from the collection of municipal taxes, the temporary fixed payrolls casual, council with details of position, salary and time with all of the investment on this account; contracts awarded to companies for collection and disposal of waste, together with the bidding process for the selection of the same and the total amounts paid to the beneficiaries, the participatory budget in detail, with the level of works included, and the works carried out with implementation details, costs, and implementing company documentation of the recruitment process, the contract involved between the mayor and Administrator Health risk that serves employees of the municipality with details of the amounts contracted and paid to date; and finally account of the acquisition of motor vehicles (motorcycles, heavy equipment) accompanied by documentation of the process, according to the procurement and contracting law, number of vehicles and amounts invested.

The ADOCCO intervenes at the request of institutions, companies, individuals and community organizations who have felt that Mr. Joseph Alexis Martinez and his administration have exceeded the allowances for intransparency acts of corruption and managing not attached to the Law 176-07 on the National District and the Municipalities. The most recent cases include non-construction of the Bridge of the village after de haberse gastado los fondos y entregado un reporte como terminado; también problemas con la aseguradora de salud, la compra de motores, alegados autorobos y una constante autocracia en el manejo de la alcaldía.

Igualmente el Departamento de Prevención a la Corrupción Administrativa (DPCA) ha solicitado una auditoría a la Cámara de Cuentas.
