En un artículo anterior detallábamos que la Ciudad Inteligente (CI) posee conocimientos y destrezas técnicas al igual que humanas. Una parte esencial de esa inteligencia es la presencia de estándares y normas aplicadas a todas las funciones propias del ayuntamiento, tanto en su manejo de personal como en las funciones básicas y extraordinarias que realiza.
El estándar es una norma, una regla, un parámetro que se aplica consistentemente para una función determinada. Por ejemplo, construction of a road means that standards are applied to the width of the road (where transit vehicles), to the curb (along which pedestrians) and to the curb (which separates the two and provides running water) . The goal is to make things better, more durable, low maintenance costs, effective in their functions and save time and money while providing adequate service. Within the framework of a smart city that means more, better with fewer resources.
In the case of a living space, such as a municipality, it is important to have standards for services and for its growth because the absence of these creates chaos and a loss quality of life. A management lacking in "intelligence" is good at collecting the taxes but not in implementation of appropriate standards, resulting in that each does what is best for their interests, such as construction of buildings without parking lots, disrespect the free passage of pedestrians, to destroy the public to the private build properly unreconstructed it destroyed.
The slightest disrespect for the standards of municipal services and practices has led to the community of Las Terrenas remains disorganized chaos there is a free multi-services, and practices and live mired in uncertainty and stand on a pump time as it relates to the minimum levels of quality of life.
What to do First, I propose a freeze on all municipal activity which does not apply the standards set nationally. Second, I believe it essential that the human and technical personnel municipality receives essential skills that can apply the standards in their respective areas, although the ideal is to employ people with technical skills and proven. Third, establish a technical mitigation plan and improvement in the worst conditions a way of trying to repair the damage done by this administration and previous so that, say, ten years from Las Terrenas to be a city at the national and international standards. Who knows, we could become a model city someday.
there "for cities global indicators" which help measure and monitor the performance of cities but not standardized yet. What if there are descriptions or "indicators" of what constitutes "good performance" and "quality of living."
To get to where we should be is urgent to establish a standards-based management and appropriate standards , derived from a municipal strategic plan, not subject to political whim, economic or medalaganario-called "leaders" municipal.
